Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the announcement of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of opposing developments captured the grim essence of the current period. By day, political struggles are conducted: optimistic declarations are issued from different nations. Significant resources is expended on containing specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "settlement".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability afforded by up-to-date information. From witness perspectives, defense planes that had been deployed to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by European allies.
Moments later, Kyiv's missile defense activated: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through allied countries. Every deployment creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to grim resignation: possibly the approaching threat won't strike its target this time, preventing destruction from catastrophe and further power outages.
Continuous Dangers
Soon after, a large-caliber weapon opened up on a drone close by, part of a mobile-fire group – most likely imported technology. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its target.
Periodically, this carried on until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and heating outages in numerous residences as a result of the nocturnal offensive. As always, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's vital need on Western support – a need that regional partners are clearly incapable to fill in the near term.
Unsuccessful Negotiations
The comprehensive proposal from American leadership sparked intense emotion, debate and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and international summits.
Every new approach from US leadership unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually secure success. This pattern will, undoubtedly, continue.
Strategic Calculations
It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a premise well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is unfeasible to pressure the Kremlin to relinquish the areas that it already controls in Ukraine's occupied territories.
The problem is that while acknowledging this situation, US leadership does little to prevent Kremlin actions, through words or deeds, from thinking that the current condition will not evolve additionally in its favour in the months ahead.
Divergent Views
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their motivation to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will continue as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing lives and land but preventing a total frontline collapse until situations evolve in its favour.
Present Conditions
Realistically, there are no actual prerequisites for a truce. Now, individual motivations are coming into play: leadership ambitions to mediate resolution and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their attention does not move to domestic problems. And although their objective will now be much harder after current events, it remains very improbable that this will change their overall approach.
These two forces are driving the talks.
Summary and Prospects
It took a mere seven days to eliminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, latest revelations, all achieved their purpose.
While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and demonstrate certain reluctance to modify developments, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, largely rely on ongoing international assistance.
