19 of the Russian's twenty-one titles have been achieved on hard courts
A revitalized Daniil Medvedev claimed his first trophy for over two years with a win over Frenchman Moutet in the competition championship match.
The Russian, a ex- world number one, has endured a torrid year, achieving just a single victory at the big events and suffering a setback at the US Open.
Medvedev's inconsistency on the professional circuit - and issues with his serve in particular - resulted in him dropping out of the world's top 10 and ultimately parting ways with former coach his previous coach.
Presently training with his coach and Rohan Goetzke, the tennis star has steadily progressed in the past month - climaxing in a closely contested 7-5 4-6 6-3 win over opponent Moutet.
This represents the player's initial title after the Italian tournament and maiden on a hard surface after spring of that year.
The win also means Medvedev has secured twenty-one titles at 21 various tournaments.
"For the first time I'm at a competition with my both daughters simultaneously, so to secure a trophy is really nice," stated tennis professional Medvedev.
"This championship is in tribute of my child my daughter, because the maiden victory I won when my older daughter my daughter was born was for her."
The tennis star, the past champion, had lost his last six title deciders, including in that event in the past months.
The player's retrieving strategy and frequent outbursts on the playing surface had prompted commentators to question if his skill to play at the top level was finished.
But the athlete has implemented adjustments in recent weeks, striving to advance forward and perform assertively, reinforced by an better service.
The champion fought back from a disadvantage in the first set against the tricky Moutet, securing four of the concluding five games to take the lead.
Both players exchanged service breaks in the following set before the Frenchman, bidding for his first ATP Tour title, gained dominance to create a third set.
Moutet saved four initial opportunities in a tight third set before the champion secured a break to fifteen to secure the win.
Suitably, Medvedev clinched victory with a point at the net, with Moutet failing to manage a shot after over two and a half hours.
